YASED and Güner Law Office jointly held a seminar on “Public and Private Sector Partnership (PPP) Model” on 16 October 2008. The opening address of the seminar, attended by more than 80 participants, was given by YASED Chairman Tahir Uysal.
President of International PPP Platform Turkey, Ahmet Keşli briefed at the seminar on the practices in the international arena, the current status in Turkey, the associated draft law, and the Platform’s works and suggestions on the subject draft law. Project and Procurement Financing Unit Manager of Garanti Bank, Mustafa Tiftikçioğlu then underlined – according to the experiences acquired in projects they have participated – the significance of direct dealing option of project financiers and the step-in rights to be defined (transfer of the shares to financial institutions which will finance the project) in the configuration of the legal framework and execution of the model.
Peter Ward, representing John Laing Investments, briefed on the projects they have implemented in the UK using this model, and the talked about the UK experience. Finally, Güner Law Office partner Ece Güner, and Denton Wilde Sapte partner Dominic Spacie together shared their views on the draft law prepared by the State Planning Organization.
